Turning off key at end of programming gives solid red with blue flashing instead of all LED off

Evo-All, 2007, Chysler Town and Country

 

Have tried multiple firmwares.  Tried the recommended 4.06 firmware.  ALso have tried several higher and lower  level firmwares.  74.33 yeilds the same result.

Hold down Program button until blue LED is on and let go.  Then turn on key goes red then yellow as instructions state it should.  Then I turn the key off since there is no OEM alarm and get a solid red LED and a rapidly flashing Blue LED.

Can you try the programming with factory alarm.

I've tried that as well.  The LED switches from yellow to blue as instructoin indicate it should then upon turning the key off I receive solid red with rapidly flashing blue still.
