Turns over but, won't start

Turns over but, doesn't start using t harness and RF641W.  When programing remotes blue led on antenna doesn't stop rapid flash until switch is turned off. is that normal? or should it stop flashing on its own?

YEs it is normal when programming remotes.

In what vehicle are you installing the module ?
